More on used clothes in Rwanda

A few months ago I linked to a story about how Rwanda is trying to set up a national apparel industry by protecting the industry from competition from cheap castoff clothes from the US.  Here is an update on the story.  It appears that Rwanda is now facing the wrath of US trade policy, and having other problems developing its own apparel industry.  No one ever said economic development is easy.
